The Most Attractive Chinese Cities for Foreigners

As the only Chinese City list to be appraised completely by expats, the appraisal event has, since 2010, occurred seven times. This year the appraisal event collected 30 ballots from top expert judges, 1701 signed ballots from common expats and 22780 online ballots.

The expert panel of judges consisted of 30 people, including Sir J. Fraser Stoddart, the winner of the 2016 Noble Prize in Chemistry and a candidate of the Recruitment Program of Global Experts, known as “The Thousand Talents Plan”, and Peter Grünberg, the winner of the 2007 Noble Prize in Physics and the winner of the 2016 Chinese Government Friendship Award as well as kapersky, an expert in the field of international anti-virus.

Hangzhou’s performance this year is noticeable as, for a second time, it ranked third place which was only 0.57 points short of Beijing, second on the list. Hangzhou’s execution in government administration is particularly great; it even outranks Beijing and Shanghai. Moreover, the ratings of policies and working environments in Hangzhou ranked third, whilst, Hangzhou’s city development planning and design and social public civilization of living environments received high praise and was placed in second position.

The overall performance of Hangzhou is well balanced but there is, of course, still space for improvement with regards to children’s education environment, international atmosphere, multi-culture and salary. Hangzhou puts great emphasis on recruiting talents, attracting talents to the city and cherishing these talents. It’s learned that in its latest recruitment five-year plan (2016 – 2020), Hangzhou plans to financially aid high-end foreign experts to Hangzhou, with an annual salary as high as 600,000 RMB per year.
